Appeal Your £100 Penalty Fare Notice

West Midlands Metro operates a Buy Before You Board policy. You must have a valid ticket or pass before boarding the tram. If you believe your Penalty Fare Notice was issued unfairly or incorrectly, you can submit an appeal within 28 days of the date it was issued. 

When submitting an appeal, please include any information that supports your case, along with evidence of a valid ticket or pass for your journey at the time the penalty was issued. This will help us assess your appeal.

It is your responsibility to ensure you have a valid ticket or pass before boarding the tram.

We will not accept appeals if you have failed to follow our Buy Before You Board policy, as outlined in the Conditions of Carriage and clearly displayed at every tram stop entrance and shelter before you board the tram. For full details, please refer to our Ticket Terms and Conditions.

What you cannot appeal for:

The following circumstances will not be accepted as grounds for an appeal

  • You thought you could buy a ticket onboard.
  • You forgot to buy a ticket before boarding.
  • You were in a rush and did not buy a ticket.
  • You lost or misplaced your paper ticket or pass.
  • You bought the wrong ticket.
  • You could not activate your ticket in time before boarding.
  • You used somebody else’s season pass.
  • Your ticket had expired or did not cover your full journey.
  • You travelled with a single ticket for a return journey.
  • You could not show a valid ticket when requested.
  • You bought your ticket after boarding.
  • You could not show a valid app ticket due to phone/battery issues.
  • You did not understand the rules or did not notice you had to buy before boarding.

Pay your Penalty Fare

If you pay within 14 days of the date you received your Penalty Fare notice, a £50 discount is applied.

What can I appeal for?

You can appeal if you believe your Penalty Fare Notice was issued incorrectly or if there are exceptional circumstances you would like us to consider.

Appeals are considered in accordance with the Penalty Fare Appeals Process and Policy. Submitting an appeal does not guarantee that your Penalty Fare will be cancelled.

You must submit your appeal within 28 days of the notice date.

Appeals will not be accepted if:

  • You submit an appeal more than 28 days after the Penalty Fare was issued.

  • Your appeal is based on grounds that are not accepted under the appeals process.

  • You have already paid the Penalty Fare (Payment counts as acceptance).

  • You do not provide evidence of a valid ticket or pass for your journey.

  • You do not complete all required details in the online appeals submission

  • You do not use the official appeals link (Appeals submitted by email or phone will not be accepted).

Processing Times

  • Appeals are normally reviewed within 14 days of being received.

  • Postal appeals must include your Penalty Fare Notice reference, contact details and any supporting evidence:

No. Appeals must be submitted using the official online appeals link. Appeals cannot be submitted by phone or email.

Payment counts as acceptance of the Penalty Fare, so appeals cannot be submitted afterwards.

You can upload a valid ticket or pass for the day of the penalty, plus any other evidence that supports your claim.

We aim to process appeals within 14 days. Some cases may take longer if additional information is required.

Yes. You can upload additional evidence using the link provided in your appeal confirmation email.

Appeals cannot be accepted after the deadline.

Yes. If you no longer wish to appeal, you can withdraw it by replying to your appeal confirmation email.

If your appeal is unsuccessful, the Penalty Fare Notice will still be payable. The amount you owe is based on when we received your appeal. For example, if we receive your appeal after 5 days and it is unsuccessful, you will still have 9 days remaining to pay the discounted £50 amount.

Yes. You can submit a second appeal, but you can only appeal twice. If both appeals are unsuccessful, you will need to proceed with payment.

No. Penalty Fares and appeals cannot be discussed by phone. All information must be submitted through the online appeals link.
